Cannabis medicinal en Uruguay, avances y limitaciones

This paper analyzes the progress and limitations of the medicinal cannabis sector in Uruguay, within the framework of the regulations established by Law Nº. 19.172 and subsequent specific regulations. Through a literature review and interviews with key stakeholders—including user associations, civil society organizations, and companies in the sector—the productive, regulatory, and social characteristics of the industry are explored. The study identifies significant achievements, such as the recognition of medicinal cannabis within the scientific community, the creation of associated businesses and jobs, and the consolidation of organizational experiences among patients and producers. However, limitations related to regulatory bureaucracy, user access difficulties, a lack of specialized technical training, and the need to strengthen applied research are also evident. In conclusion, the study highlights that the development of medicinal cannabis in Uruguay requires a balance between state control, production incentives, and guaranteeing the right to health, within a framework of best practices and collaboration between public and private actors.
